Admin Council Position Description

The Administrative Council (AC) serves as the administrative and operational arm of B’ney Yosef North America (BYNA). With the expectation that the God of Abraham, Isaac, and Jacob is fulfilling His promises to regather, redeem, and restore His covenant nation of Israel, the AC will take action consistent with the responsibilities of the Hebrew nation as His covenant partners. The AC functions under the guidance and direction of the BYNA Elders. The AC is charged with receiving the direction established by the Elders and translating that direction into action. As a governing body, the AC Officers exercise oversight and direction of the resources, personnel, budgets, policies, activities, operations, and internal and external relations of B’ney Yosef North America, ensuring all aspects of these elements adhere to the standards of Torah as given by Moses, demonstrated by Yeshua, and taught by the Prophets and Apostles.


The Administrative Council shall consist at minimum of seven members, as indicated below. Additional AC Officers may be added as areas of oversight are identified, based on BYNA’s growth.

  • Executive Director is responsible for direction of all AC operations and activities. As senior member of the Council, the Executive Director receives the recommendations of other AC members and makes decisions accordingly. Ideally the actions of the AC shall be undertaken by consensus of all Council members, but when consensus is not forthcoming the Executive Director shall cast the deciding vote and determine whether to proceed or to defer a matter until consensus is possible. The Executive Director has the authority, with the consent of the AC and the Elders, to establish, abolish, or alter the composition of the AC as necessary. That authority extends to the structure and size of AC Offices and Departments, and appointment of personnel to or removal from positions within those Offices and Departments. Each of these powers may be delegated to other Officers as the Executive Director deems wise in consultation with the entire AC. The Executive Director reports to the Council of Elders periodically and is responsible to them for all actions undertaken by the AC. In addition to the general qualifications for all AC Officers, the Executive Director must have significant corporate, government, or military senior executive experience, and must be adept at working in a multicultural and multilingual environment.
  • Deputy Executive Director acts for the Executive Director in his or her absence, and is responsible for coordination of activities within the AC itself. The Deputy Executive Director is the principle advisor to the Executive Director, and as such must be knowledgeable of all aspects of AC operations and activities. In addition to the general qualifications for all AC Officers, the Deputy Executive Director must have significant corporate, government, military, or ministerial senior executive experience, and must be adept at working in a multicultural and multilingual environment.
  • Executive Secretary performs many high-level administrative and clerical tasks, including managing information technology, problem solving, critical thinking, creating presentations or proposals and taking responsibility for confidential organizational documents. The main responsibilities of the Executive Secretary are to provide support to the AC. The Executive Secretary is responsible for handling highly confidential documents, protecting confidential information, communication and information management, managing supplies, making travel arrangements, planning and participating in meetings and events, and negotiating with vendors. Hiring, assigning, and supervising organizational support personnel, writing, adjusting, and maintaining procedures, insuring compliance with organizational policies, and insuring compliance with federal, state, and local law may also come under the duties of the Executive Secretary. In addition to the general qualifications for all AC Officers, the Executive Secretary should have formal education and significant experience of high-level management related to the nature of the position’s responsibilities, and should have experience and knowledge of business administration, project management, financial management, and technology.
  • Strategic Prayer Director(s) serves as the chief prophetic and intercessory voice on the AC. The Strategic Prayer Director(s) bears the responsibilities of the “Melchizedek priesthood” by taking on a priestly role of standing before Messiah in intercession. He/she must be completely committed to and consumed by the vision of the restoration of Messiah’s Kingdom of Israel. As a prophetic voice, the Strategic Prayer Director(s) must command authority while walking in humility, having a teachable heart and a willingness to embrace correction. As director of the intercessory networks undergirding BYNA, the Strategic Prayer Director(s) must have the ability to discern those who would become second- and third-tier Prayer Coordinators. The Strategic Prayer Director(s) develops Prayer Teams to support and pray for each member of the AC and the Elders; administers, organizes, and facilitates oversight of second- and third-tier Prayer Coordinators; facilitates prayers communities; organizes and receives strategies from those communities; and with a shepherd’s heart fosters, inspires, and builds personal relationships with intercessors on the prayer teams. As a spiritual ambassador and leader, the Strategic Prayer Director(s) must relate well (e.g., not antagonistically) to the church system and church officials as a bridge builder. In addition to the general qualifications for all AC Officers, the Strategic Prayer Director(s) must have significant experience in an intercessory prayer role, either as a minister or lay leader, and have a demonstrated gift of prophetic discernment. This role may be filled by a married couple.
  • Finance Director is responsible for all aspects of the financial resources of BYNA. The Finance Director assembles, prepares, and submits budget proposals to the AC for deliberation and approval, and executes expenditures of resources according to AC decisions. In coordination with officers overseeing the commercial enterprises and economic development of BYNA, the Finance Director maintains oversight of economic growth, actively promoting development of an independent BYNA economy that operates for the benefit of the people of B’ney Yosef, both in North America and worldwide. The Finance Director is the senior AC Officer responsible for ensuring BYNA activities comply with international, national, state, and local statutory requirements. In addition to the general qualifications for all AC Officers, the Finance Director must have significant high-level management experience in and broad knowledge of financial and accounting principles and practices across the spectrum of corporate, small business, and government realms. Knowledge of international financial markets is highly desired.
  • Operations Director is responsible for planning and execution of BYNA initiatives toward the goal of integrating our people into a national enterprise. This embraces a broad range of endeavors, including training, education, security, logistics, transportation, facilities, and business development. In addition to the general qualifications for all AC Officers, the Operations Director must have significant experience in a corporate, industrial, government, or military setting and be adept at translating policy guidance and directives into tangible actions. The Operations Director must have demonstrated an ability to lead, to serve, to learn, to adapt, and to choose wise counselors and skilled technicians and operators to perform the tasks for which he or she is responsible.
  • Communications Director is responsible for BYNA’s Information Technology and Information Operations. Information Technology embraces the technical aspects of communications, including internet, email, video, word-of-mouth, telephone, and all other means of transmitting information, as well as the security to protect these means of communications. Information Operations concerns the specific messages to be communicated and includes Information Management, Community Relations, and Media Relations. In addition to the general qualifications for AC Officers, the Communications Director must have significant experience in a corporate, government, military, public affairs, or ministerial setting and have demonstrated an ability to lead, to serve, to learn, to adapt, and to choose wise counselors and skilled technicians and operators to perform the tasks for which he or she is responsible.


The Executive Council of B’ney Yosef North America shall:

  • In consultation with the Elders, establish the structure and size of the permanent executive leadership for B’ney Yosef North America, including offices required and responsibilities for each, the nomination and selection process, term limits for officials, and other matters required to ensure good order and government of the Ephraimite nation in exile.
  • In consultation with the Elders, establish regional subdivisions for B’ney Yosef North America, with operational and administrative centers.
  • In consultation with the Elders, establish procedures for representative decision-making and power sharing among the regional subdivisions and the communities and congregations comprised therein. These procedures should ensure that each Ephraimite in North America shall have his or her voice heard and viewpoints respected, even if the decisions made do not incorporate those viewpoints entirely.
  • The Administrative Council shall be empowered to meet not less than monthly, ideally in person, but via technical means if personal meeting is not feasible, and to set policies and incur obligations on behalf of B’ney Yosef North America in compliance with the guidance and direction of the Elders. There will be at least one in-person mandatory meeting per year at a location decided upon by the AC.
  • The Executive council shall establish the Agenda for the yearly BYNA summit, and will present the delegates a report of their proceedings to date and proposals for adoption by the Summit.
  • The Executive Council shall be empowered to communicate with other organizations and entities as necessary for advancement of the reconstitution of the Ephraimite Nation. This includes, but is not limited to:
    • Messianic/Hebrew Roots and Christian ministries, congregations, and communities;
    • Jewish organizations and entities, both within the State of Israel and in the Diaspora;
    • Representatives of the Government of Israel and of other governments;
    • Representatives of the United Nations and of other international and transnational governmental bodies;
    • Civic, community, business, educational, medical, and other organizations in the United States, Canada, Mexico, and other nations as required;
    • Nonsectarian non-governmental organizations (NGO) whose work impacts the development of Ephraimite national consciousness, commerce, and security in North America and worldwide.
  • The Administrative Council shall be empowered to facilitate and promote the economic and commercial development of the people of B’ney Yosef North America, even to the point of establishing internal financial and barter protocols in accordance with Torah principles. These economic and commercial initiatives shall serve as well to benefit Ephraimites around the world, and the Land and People of Israel.
  • The Administrative Council shall establish and administer a B’ney Yosef Continental Fund to facilitate operations within and outside of North America, and to contribute toward a B’ney Yosef National Fund to be established in Israel for the benefit of Ephraimites worldwide.
  • The Administrative Council shall be empowered to engage in operations designed to establish and maintain the security of Ephraimites within North America and, where possible, worldwide. This shall include logistical operations to move populations to areas of safety or otherwise provide relief in the face of natural or man-made disaster.

Appointment and Service

Administrative Council Officers shall be appointed through the Elders, who shall examine their qualifications and determine their suitability. The AC and the Elders should appoint and the Elders vet any new Officers for the group when vacancies are made. Nominations for Officers should come from the Congress at large following the guidelines set forth by the qualifications document. The Elders should then vet and appoint from those nominations. No Officer shall be installed without a unanimous vote from the presiding council. No Officer shall be removed from his or her seat without a unanimous vote from the Elders. No Officer being removed shall be removed without appearing before the Elders to present his or her defense. An Officer may resign his or her position rather than go through proceedings. Officers will not be appointed, approved, or removed by popular vote from the Congress. The only popular vote, if deemed necessary, shall be for confirmation of the process.


Administrative Officers will serve as representatives of the Congress and meet with other groups to present the vision and purpose of Bʼney Yosef. They will select elders to represent the North America Congress to national leaders when needed, as well as select members to represent the Bʼney Yosef North America Congress to the parent Bʼney Yosef International Congress. If implemented, they will also elect members to sit on the council of elders for the International Congress.

General Voting

It is the responsibility of Administrative Officers to vote on motions brought before the AC, rendering one of the following: a yes, a no, or an abstention. Any vote requiring unanimity that has one or more abstentions should not be counted against the unanimous vote. In cases where unanimity is required but cannot be reached, the motion must be reworked until unanimity can be reached—or dropped if it is deemed unworthy of spent time. Ultimate disposition of the matter shall be the decision of the Executive Director.


Terms of service will be determined through deliberations of the Elders as the structure and functions of the Administrative Council are regularized. The initial slate of Officers will serve until the permanent structure is established and new Officers are selected, barring resignation or removal in cases where individuals no longer meet the original qualifications. There will be a vote of confidence or no confidence from the Congress at specific intervals determined by the AC or the Elders.


Administrative members should not be removed except for actions deemed inappropriate for an Officer of Bʼney Yosef North America Congress. Such actions would include legal infractions of Torah plus any obvious diversion from the original qualifications listed for their service. An Officer can only be removed from office by the Elders. Impeachment can be initiated by any member of the Congress, but the impeachment can only be heard by the Elders and determined by them. There can be no impeachment without two separate witnesses as stated in Torah. A unanimous vote is required.
